OXFAM is inviting proposals from interested individuals/ organizations for the “The ADB’s impact on food security in South Asia: ADB Agriculture Project Case Study of Bangladesh”.

The individual/consulting organization must submit the following:

• Technical proposal (not more than 3 pages), outlining understanding of the TOR, proposed methodology, action plan and time line.
• The Individual/ consulting organization must attach CVs of key person involved or organizational profile of similar assignment
• Details financial proposal that outlines the detail cost as well as the preferred payment methods/ schedules.
• The individual/ consulting organization must submit Financial Proposal for all costs (including VAT & TAX) and provide budget note

iDE-B is looking for a skilled and motivated professional as the Specialist (Procurement & Asset Management) whose strengths lie especially in procurement and asset management system. S/he will lead the procurement system and ensure the asset management in iDE head office and other project offices located outside Dhaka.

Position	: Specialist (Procurement & Asset Management)

Key Roles & Responsibilities:
Procurement

• Collection of purchase requirements submitted by the concern department;
• Quotation collection from various vendors/suppliers;
• Ensure checking of price of the procured goods by visiting the market frequently and prepare comparative statement;
• Search for new and alternative supply sources of purchase
• Ensure timely delivery of the requested materials by the department;
• Collection and processing of bills for ensuring timely payment;
• Enlisting new vendors and Update vendor database on regular basis;
• Provide purchase related reports as and when required;
• Review and update procurement policy as required
• Ensure all project offices are following the procurement policy and systems 
• Assist the dept. head to develop all necessary purchase related documents
• Take responsibility of all task relevant to procurement, procurement quality improvement and system development;

Asset Management

• Regular update of the asset register with detailed information after every asset purchase
• Update and ensure the accurate reflection of assets that are recorded in the asset management system
• Maintain proper documents relating to assets
• Carry out periodic physical asset verification and update accordingly
• Updating asset custody records
• Responsible processing necessary action relating to asset disposal
• Reporting to donor and stakeholders on assets and its status as required
• Ensure disposal of assets as and when required following the policy
• Regularly review and update of the assets management policy

Education: Graduate from any reputed university preferably in business or related subject
Experience Requirements:

• Minimum 5 years of experiences in procurement and assets management in reputed organization
• Excellent communications skills
• Excellent planning, financial management and reporting skills
• Experienced with audit

Desirable Experience/ Personal Qualities:

• Self-motivated, energetic and team player
• Prepare to go for frequent field visits when required
• Strong team-building, representational skills
• Strong analytical and problem-solving skills
• Sound knowledge of local government, good governance, human rights, women empowerment
• Proven interpersonal and intercultural skill, including flexibility and sensitivity
• Able to work under pressure
• Excellent verbal and written communication skills in Bengali and English.
• Excellent computer skill especially in Microsoft Office

Salary & Benefits	: BDT.45,000 to 50,000 per month (plus other benefits as per policy)

Ramadan (Arabic: رمضان) is the ninth month of the Islamic calendar, and the month in which Muslims believe the Quran was revealed. Fasting during the month of Ramadan is one of the Five Pillars of Islam. The month is spent by Muslims fasting during the daylight hours from dawn to sunset. Muslims believe that the Quran was sent down to the lowest heaven during this month, thus being prepared for gradual revelation by Jibraeel (Gabriel) to the Islamic prophet Muhammad.
