International Federation of Red Cross and Red Crescent Societies - Manager - Logistics and Procurement

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organisation. IFRC has been working with Bangladesh Red Crescent Society (BDRCS) for more than 30 years in humanitarian assistance mainly in cyclone preparedness, disaster response and early recovery, community based disaster risk reduction, health, etc.
The Federation is looking for a suitable Bangladeshi national for the following position:
Position: Manager - Logistics and Procurement
Duration: 12 months with possible extension
Location: Dhaka (with field visit)
No. of position: One (1)
Key Tasks and Responsibilities
This role carries both co-ordination and management responsibilities. The role will co-ordinate country level logistics and procurement service provision in conjunction with National Society (NS) and under the guidance of the IFRC Head of Zone Logistics Unit. The ultimate aim of working with NS is to build skills and capacity to enable NS to manage country level logistics as set target with RC/RC need. This role is also responsible for the direct management of IFRC logistics projects and carries accountability for country level IFRC fixed logistics assets. As such, this role requires excellent team working, training and project management skills and technical expertise.
Key Accountabilities
  • To co-ordinate and manage country-level Logistics support including Procurement, Warehousing and Fleet for IFRC activities in-line with IFRC standards, practices and procedures in conjunction with NS Logistics teams and in-line with relevant cost recovery mechanisms.
  • To evaluate local - logistics capabilities and relate these to the Head of ZLU to ensure that the necessary level of resources are available.
  • To develop the logistics strategy for the operation in order to provide efficient logistics services to all programs
  • To build relationships with NS/PNSs Logistics teams in order to share learning and build capabilities to enable the transference of logistics activities
  • To provide logistics technical advice, support and training to IFRC staff/delegates and NS to ensure the necessary capability and understanding exists to ensure that there is full adherence to best practice principles, and compliance with necessary regulation, legislation and IFRC procedures
  • To lead country level co-ordination with other humanitarian/government agencies to ensure the delivery of a right quality logistics service that meets the needs of partners and services users, avoids duplication and focuses upon the provision of aid to the vulnerable.
  • To be  responsible  for the evaluation of proposed country level logistics projects to ensure that they will deliver significant improvements in the quality, cost-effectiveness, ability to meet services users’ needs  and/or commercial outcome sufficient to justify their selection and ultimate delivery to the organization.  
  • To be  responsible for the effective management and maintenance of IFRC fixed logistics assets ensuring adherence to country and IFRC regulations, practices and other requirements.
  • To provide logistics technical expertise and advice delegation to promote collaboration between functions and enable the delivery of a more holistic overall IFRC service.
  • To support Logistics staff in order to help improve capability in the team and the service that the team provides.
  • To prepare timely monthly reports detailing specifics according to the needs and distributing them to the Zone Logistics Unit and/or to Geneva

Qualification and Competencies:
Education and experience:
  • Post Graduate in Marketing
  • Minimum 5 years of work experience of a wide variety of logistics roles and activities, including procurement, contracting, transport management, warehouse management, stock control, distribution and convoying, workshop management and customs clearance.
  • 3 years’ experience of working for a humanitarian aid organisation
  • 2 years’ experience in providing logistics services and supply chain management  in complex emergencies
  • Experience in delivering, evaluating training, managing staff
  • Red Cross/Red Crescent knowledge and experience preferred
